For a long time, childminding in England has meant working from home. While that’s been a great fit for many, it hasn’t worked for everyone. Until now, there’s been little flexibility for those who didn’t want to or simply couldn’t work from home, perhaps due to resistance from a landlord or because the property just wasn’t suitable.
That’s all set to change!
Driven by the need to create more childcare places to meet demand, the government has recently introduced changes that could make it possible for childminders to work from other locations – otherwise known as childminding without domestic premises. It’s early days, and there are still details to be worked out, but this shift has the potential to open new doors for people interested in starting a childminding business beyond their home.
What’s Changed for Childminding on Non-Domestic Property?
In a bid to expand childminding options, the government announced several key adjustments to existing regulations, paving the way for childminders on non-domestic properties:
- New Childminding Category: Childminders can now register as ‘Childminder without Domestic Premises’ allowing them to work entirely from non-domestic premises like community centres or provide childminding from a rented property.
- Greater Flexibility for Home-Based Childminders: Those who prefer to work both at home and elsewhere are no longer restricted to a 50/50 split; they now have flexibility over how much time they spend in each location.
- Expanded Adult-to-Child Ratios: The number of adults who can work together under a childminder’s registration has increased from 3 to 4, making it possible to expand operations without changing the registration status.
These changes are still unfolding, and more details will emerge over time, but they open up real opportunities for those interested in running a childminding business in new, accessible ways.

- Inclusive Opportunities: Cater to diverse community spaces like social clubs, religious centres, and workplace childcare hubs.
What Childminding on Non-Domestic Property Could Mean for Communities

Of course, there’s still a lot we don’t know yet. This is new territory, and there are lots of practicalities to consider, such as:
- Licensing and regulatory requirements
- Insurance for non-domestic spaces
- Preparing non-domestic spaces to be safe and suitable for childminding
